NOTICE OF PUBLIC HEARING
CITY OF CHUBBUCK, IDAHO

NOTICE IS HEREBY GIVEN that the Land Use & Development Commission of the City of Chubbuck, Idaho, will conduct a Public Hearing at 6:00 pm on August 8, 2023 at Chubbuck City Council Chambers, 290 East Linden Ave., Chubbuck, Idaho. Public hearings will be held with respect to the following items:

  1. An application for initial designation of property into the Limited Residential (R-2) Land Use District (zone) that is proposed to be annexed into the City of Chubbuck. The subject property comprises approximately 22.67 acres of land located at the northwest corner of Philbin Road and Angela Street in Chubbuck, Idaho. At the meeting, the Commission will consider whether the proposal satisfies the approval criteria in municipal code section 18.28.050.B. Type of Action: Recommendation.
  2. An application to update several sections of Chubbuck City Code: Title 18, Land Use, regarding the height limits of architectural features and various monuments, and height of buildings in the Village and Highway Corridor land use districts; and Title 15, Buildings and Construction, regarding the height, width, and placement of signs, and clarifying standards for temporary signs. Type of Action: Recommendation.

Written testimony must be received by jbowers@cityofchubbuck.us at least 7 days prior to the hearing, shall comply with standards established in City resolution 2021-06. A complete description of each item is available to the public on request to jbowers@cityofchubbuck.us. Commission packets are generally available the week before the meeting at https://cityofchubbuck.us/land-use-commission/ or are available by contacting the City Clerk. Any and all persons may register comments, protests, or agreements on the hearing subjects being considered. Oral testimony concerning these proposals may be offered at the public hearing. Commission may limit oral testimony.

Who is responsible for maintaining sidewalks? It is ultimately the property owner’s responsibility to maintain the sidewalks regardless of who installs them (City Code 8.28.030).

• If the sidewalk adjoins private property (Front, Side, or Back of the Property), property owners have the responsibility to maintain and keep the sidewalks clear of weeds and snow.

PROPOSED BUDGET FOR FISCAL YEAR 2023-2024 (FY 2024)
CITY OF CHUBBUCK

A public hearing, pursuant to Idaho code 50-1002, will be held for consideration of the proposed budget for the fiscal year from October 1, 2023, to September 30, 2024 and for the consideration of the proposed use or reserve of forgone property taxes for the fiscal year from October 1, 2023 to September 30, 2024. The hearing will be held at Chubbuck City Council Chambers, 290 E Linden St, Chubbuck, Idaho at 6:00pm on August 2, 2023. All interested persons are invited to appear and show cause, if any, why such budget should or should not be adopted. Copies of the proposed City Budget are available at Chubbuck City Hall during regular office hours. City Hall is accessible to person with disabilities. Anyone desiring accommodations for disabilities related to the budget documents or to the public hearing please contact the City Clerk’s Office, 237-2400 at least 48 hours prior to the public hearing. The proposed FY2024 budget is shown below as FY2024 proposed expenditures and revenues.

Proposed Budget for Fiscal Year 2023

A public hearing for consideration of the proposed Urban Renewal Agency Project budget for the fiscal year that begins October 1, 2023, and ends September 30, 2024 will be held in Council Chambers, located at 290 E. Linden Ave, Chubbuck, Idaho, on July 18, 2023, at 5:30 p.m., pursuant to Idaho Code §§ 50-2006(d), 50-2903(5) and 50-1002. Written or oral comments about the proposed budget are welcome.  Written comments may be submitted prior to the meeting to:  Chubbuck Development Authority, c/o Devin Hillam, 290 E Linden Ave., Chubbuck, ID 83202.

The Agency budget funds the programs, services, and capital projects that the Agency Board and the City Council have determined to be important to meet the Agency’s strategic goals as described in the adopted urban renewal plans. Agency does not levy property taxes but rather, collects increment revenues generated in accordance with the urban renewal plans.

This public hearing on the proposed budget is required for formal adoption of the FY 2024 budget.  The proposed expenditures and revenues for FY 2024 have been tentatively approved by the Chubbuck Urban Renewal Agency Board of Commissioners on May 16, 2023.

  1. An application for a Conditional Use Permit for an animal care site (pet boarding) in the Agricultural (A) zone on approximately 1.2 acres of land. Subject property is located at 730 New Day Parkway, Chubbuck, Idaho. The Comprehensive Plan Future Land Use Map designates this area as Commercial. The application will be reviewed against criteria in section 18.28.020.C.5 of City Code. Type of action: Decision.

2023 Movies in the Park

A FREE FAMILY MOVIE AT STUART PARK. Remember to bring your lawn chairs, blankets. What a great way to spend an evening outdoors!

  • ALL children under the age of 18 must be accompanied by a parent or guardian.
    • Bring games to play outside or enjoy the splash pad while you wait to enjoy the movie.
    • In case of inclement weather, movies will be rescheduled to the following Saturday.

Parade and Festival – August 12, 2023, Please Join Us!

The Chubbuck Days Festival is scheduled for Saturday, August 12th. The Parade starts at 10:00 AM and the Festival at Cotant Park will follow the parade at 11:00 AM. To register your organization or business, just fill out the forms below and send it to the City of Chubbuck by July 1st. For questions or arrangements call Wendy Butler at 237-2400 ext. 148.

Notice of Intent to Sell Real Property

NOTICE OF INTENT TO SELL REAL PROPERTY

NOTICE IS HEREBY GIVEN that the City of Chubbuck, in compliance with Section 50-1402, Idaho Code, as amended, will offer certain real property for sale at public auction to the highest bidder. Sealed written bids must be submitted no later than 12 PM (noon) on June 7, 2023 to: City of Chubbuck, c/o Community Services Director, 290 E Linden Ave, Chubbuck, ID 83202. The real property for auction includes:

    Lot 13, Block 1 of The Grove – Division No. 1
    1.37 acres
  2. Tax Parcel No.: RCTG1002200
    Lot 3, Block 3 of The Grove – Division No. 1
    0.21 acres

TERMS OF SALE:

  1. These properties are encumbered by, and sold subject to, easements for drainage control, public utility easements, irrigation easements, irrigation mainline infrastructure and easements, and stormwater drainage easements as established by The Grove – Division No. 1 plat, and Fort Hall Irrigation Project right-of-way, and may be further encumbered by the subdivision’s restrictive codes and covenants, of which the City makes no representation.
  2. Payment to be cash/certified check/cashier’s check/money order.
  3. Minimum bid value established of $500 per lot.
  4. Winning bidder is responsible for all closing and other costs associated with the sale of the properties.
  5. Other terms and conditions of the sales shall be consistent with standard real estate transactions.
  6. Buyer must consent to easement for future canal trail which will be binding on heirs and assigns.

The City Council will review the bids on June 14, 2023. The Council reserves the right to reject any bid which may be made for a lesser amount than minimum bid value and any which do not consent to abide by the terms of sale. If no acceptable bids are received, pursuant to Idaho Code 50-1403(l), the Council will sell the lots on the on the open market subject to, and conditioned upon, the same terms as stated above, except that the Council may, by resolution at the sole discretion of the Council, accept an offer deviating from said terms and conditions.
