CALL TO ORDER & DISCLOSURE OF CONFLICTS OF INTEREST (IF ANY)

ACTION ITEM: APPROVAL OF MINUTES for the July 28, 2025 meeting.

GENERAL BUSINESS

  1. DISCUSSION ITEM: Financial Report (Squyres): The Board will review the Financial Report for July 2025.
  2. ACTION ITEM: Approve Claims to Be Paid (Squyres): The Board will review and may approve claims to be paid for August 2025.
  3. PRESENTATION: Economic Feasibility Study Findings for New Potential Revenue Allocation Area (Brad Cramer): The board will hear from Brad Cramer from Perspective Planning will review the economic feasibility findings for the Yellowstone Corridor Urban Renewal Project.
  4. ACTION ITEM: Yellowstone Corridor Urban Renewal Project: Consider approval of Resolution No. 2025-2, approving the Urban Renewal Plan for the Yellowstone Corridor Urban Renewal Project.
  5. DISCUSSION AND POTENTIAL ACTION ITEM: Adjusted Cost Estimate of Perspective Planning (Brad Cramer): The board will hear from Brad Cramer regarding increased costs to complete the economic feasibility study for the Yellowstone Corridor Urban Renewal Project and discuss how best to move forward.
  6. ACTION ITEM: Accounting Services Master Service Agreement and Scope of Work (Budge): The board will review and consider approving the master service agreement and scope of work with Clifton Larsen Allen.
  7. ACTION ITEM: FY2026 Budget (Heiner): Public hearing and consideration of approval on the proposed FY2026 budget and corresponding resolution 2025-3.
  8. ACTION ITEM: Draft FY2025 Budget Amendment (Squyres): The board will review the tentative Fiscal Year 2025 budget amendment, may authorize publication for an upcoming public hearing, and may schedule a special meeting to review public comments and adopt the amended budget.
  9. DISCUSSION ITEM: LEGAL COUNSEL REPORT (Budge): Counsel Budge will review legal topics that need to be brought to the attention of the Board, if any.
  10. DISCUSSION ITEM: EXECUTIVE DIRECTOR REPORT (Squyres): Executive Director Squyres will review topics that need to be brought to the attention of the Board, if any.
  11. DISCUSSION ITEM: CHAIR REPORT (Heiner): Chairman Heiner will review topics that need to be brought to the attention of the Board, if any.
