CALL TO ORDER & DISCLOSURE OF CONFLICTS OF INTEREST (IF ANY)

ACTION ITEM: APPROVAL OF MINUTES for the September 16, 2025 regular meeting.

GENERAL BUSINESS
1. The Board will review administrative and ministerial claims for September 2025, as
defined by Resolution 2024-3, approved by the Chair and Executive Director since the
last Regular Meeting.
2. DISCUSSION ITEM: Financial Report (Squyres): The Board will review the Financial
Report for October 2025.
3. ACTION ITEM: Approve Claims to Be Paid (Squyres): The Board will review and may
approve claims to be paid for November 2025.
4. PRESENTATION: 152 Evans Lane Update (Josh Ellis): The board will hear from Josh Ellis
as to the progress status of 152 Evans Lane.
5. ACTION ITEM: Third Addendum to Disposition and Development Agreement with
Chubbuck Village Developers, LLC for 152 Evans Lane (Josh Ellis/TJ Budge): The board
will consider the request by the developer for a third addendum which includes a time
extension for the project at 152 Evans Lane.
6. ACTION ITEM: CDA Project Participation Application (Squyres): The board will consider
adopting a Project Participation Application for the Yellowstone Corridor Urban Renewal
District.
7. ACTION ITEM: CDA Façade Improvement Program Application (Squyres): The board
will consider adopting a Façade Improvement Program Application for the Yellowstone
Corridor Urban Renewal District.
8. ACTION ITEM: 2025-2026 Elections (Squyres): The Board will elect a Chairperson and a
Vice-Chairperson who will each serve through November 2026.
9. DISCUSSION ITEM: LEGAL COUNSEL REPORT (Budge): Counsel Budge will review legal
topics that need to be brought to the attention of the Board, if any.
10. DISCUSSION ITEM: EXECUTIVE DIRECTOR REPORT (Squyres): Executive Director Squyres
will review topics that need to be brought to the attention of the Board, if any.
11. DISCUSSION ITEM: CHAIR REPORT (James): Chairman James will review topics that
need to be brought to the attention of the Board, if any.
