CALL TO ORDER & DISCLOSURE OF CONFLICTS OF INTEREST (IF ANY)

ACTION ITEM: APPROVAL OF MINUTES for the November 18, 2025 regular meeting.

GENERAL BUSINESS

1. The Board will review administrative and ministerial claims for November 2025 and
December 2025, as defined by Resolution 2024-3, approved by the Chair and Executive
Director since the last Regular Meeting.
2. DISCUSSION ITEM: Financial Report (Squyres): The Board will review the Financial
Report for December 2025.
3. ACTION ITEM: Approve Claims to Be Paid (Squyres): The Board will review and may
approve claims to be paid for January 2026.
4. PRESENTATION: 152 Evans Lane Update (Josh Ellis): The board will hear from Josh Ellis
as to the progress status of 152 Evans Lane.
5. ACTION ITEM: Project Review Committee (Squyres): The board will consider adopting a
project review committee to review project participation and façade improvement applications.
6. DISCUSSION AND POTENTIAL ACTION ITEM: CDA Properties at 339 East Chubbuck and
260 East Linden (Heiner/Squyres/Budge): The board will consider the status of the
properties and next steps.
7. EXECUTIVE SESSION: Executive Session 74-206(1)(B) to consider evaluation of a public
officer, employee, staff member, or individual agent.
8. ACTION ITEM: Compensation Review and Potential Adjustment for the CDA Legal
Counsel (Heiner): The Board will consider adjusting the compensation for Racine Olsen.
9. EXECUTIVE SESSION: Executive Session 74-206(1)(B) to consider evaluation of a public
officer, employee, staff member, or individual agent.
10. ACTION ITEM: Compensation Review and Potential Adjustment for the CDA Executive
Director (Heiner): The Board will consider adjusting the compensation for AF Public Solutions, LLC.
11. DISCUSSION ITEM: LEGAL COUNSEL REPORT (Budge): Counsel Budge will review legal
topics that need to be brought to the attention of the Board, if any.
12. DISCUSSION ITEM: EXECUTIVE DIRECTOR REPORT (Squyres): Executive Director Squyres
will review topics that need to be brought to the attention of the Board, if any.
13. DISCUSSION ITEM: CHAIR REPORT (Heiner): Chairman Heiner will review topics that
need to be brought to the attention of the Board, if any.
