CALL TO ORDER & DISCLOSURE OF CONFLICTS OF INTEREST (IF ANY)

URBAN RENEWAL 101 TRAINING FOR BOARD MEMBERS, PART ONE (5:30-6:00PM)

ACTION ITEM: APPROVAL OF MINUTES for the January 20, 2026 regular meeting.

GENERAL BUSINESS

  1. The Board will review administrative and ministerial claims for January 2026 Financials and the February 2026 bills, as defined by Resolution 2024-3, approved by the Chair and Executive Director since the last Regular Meeting.
  2. DISCUSSION ITEM: Financial Report (Squyres): The Board will review the Financial Report for February 2026.
  3. ACTION ITEM: Approve Claims to Be Paid (Squyres): The Board will review and may approve claims to be paid for March 2026.
  4. PRESENTATION: Fiscal Year 2025 Audit (Doran Lambson): The auditor from Deaton and Company will present the Fiscal Year 2025 audit findings.
  5. ACTION ITEM: Adoption of the Fiscal Year 2025 Audit (Heiner): The board will review and consider approving the Fiscal Year 2025 audit.
  6. PRESENTATION: 152 Evans Lane Update (Josh Ellis): The board will hear from Josh Ellis as to the progress status of 152 Evans Lane.
  7. ACTION ITEM: Calendar Year 2025 Annual Report (Squyres): The board will review and consider approving the 2025 Annual Report and will take public comments, as required by Idaho Code 50-2006(5)(c), and authorize the report to be filed with the City of Chubbuck and the Idaho State Controller’s Office, and to authorize publication to notify the public that the Annual Report has been filed with the City.
  8. ACTION ITEM: Request for Proposal for 339 East Chubbuck (Budge/Squyres/Heiner): The board will consider approval of the draft RFP for publication.
  9. ACTION ITEM: Request for Proposal for 260 East Linden (Budge/Squyres/Heiner): The board will consider approval of the draft RFP for publication.
  10. ACTION ITEM: Chubbuck Development Authority Broadcast Policy (Budget): The board will consider approval of a broadcast policy for the Agency and corresponding Resolution 2026-1.
  11. DISCUSSION ITEM: LEGAL COUNSEL REPORT (Budge): Counsel Budge will review legal topics that need to be brought to the attention of the Board, if any.
  12. DISCUSSION ITEM: EXECUTIVE DIRECTOR REPORT (Squyres): Executive Director Squyres will review topics that need to be brought to the attention of the Board, if any.
  13. DISCUSSION ITEM: CHAIR REPORT (Heiner): Chairman Heiner will review topics that need to be brought to the attention of the Board, if any.
