Through effective, efficient, and equitable actions, the Community Services and Economic Development seeks to implement the vision of the City’s Comprehensive Plan to assist with the continued creation of a City that will consist of vibrant neighborhoods and exciting community spaces, a resilient and stable economic foundation, and offer a myriad of diverse opportunities to all. The Department, which is comprised of the Building, Planning, Community Services and Economic Development divisions, continually strives to support this vision to enhance the quality of life for all Chubbuck residents, current and future, by:

  • Strategically coordinating economic development activities with City departments, utilities, businesses, and applicable stakeholders;
  • Performing careful community-based short and long range planning and evaluation;
  • Providing efficient entitlement and permitting procedures for land uses, developments, and buildings;  and
  • Working collaboratively with elected officials, appointed boards such as the Land Use and Development Commission and the Chubbuck Development Authority, local organizations, and the general public to solve simple and complex issues.

Chubbuck Building Code Requirements

The City requires that the permits listed below be obtained for all construction projects within city limits. The adopted codes are listed below each permit. All applicable fees must be submitted with the Building and Mechanical Permit applications. Applications may be acquired by contacting Ron Osborn or Jake Bosworth.

Effective 1/1/2021, the City has moved to the 2018 International Residential Code, 2018 International Building Code, 2018 International Existing Building Code, and 2018 International Energy Code, as promulgated and amended by the State of Idaho

City Planning and Business Licensing Overview

Land Use Planning has been enacted to protect the public health, safety and welfare by providing for compatible and harmonious uses of land within the jurisdiction of the City, by organizing uses to encourage growth consistent with a comprehensive plan, and by enhancing the aesthetic qualities of the community in the context of sound planning considerations.

Subdivision and Development Overview

Subdivision reviews have been enacted to protect the public health, safety and welfare by providing for the orderly development of land within the jurisdiction of the City in order to ensure the adequate availability of municipal services and public utilities, the safe and efficient circulation of vehicular and pedestrian traffic, and the identification by proper legal description of land developed of conveyed.

Plan review fees will be charged on all commercial projects at 65% of the building permit fee.

Commercial Valuation Shall Be:

Building permit valuation shall be the declared value which shall include the total value of the work for which a permit is being issued, including materials and labor. The Building Official may require documentation of the building permit valuation as necessary to ensure correct valuation of the project.

Other Inspections and Fees:

1. Inspections outside of regular City Hall hours…. $100 /Hr.

2. Reinspection beyond a second re-inspection of a required phase, per required inspection (i.e., a 3rd inspection). A good cause waiver is available at the discretion of the Building Official…. $90.00

To schedule an inspection by the Building Department for a project with proper licensing and permits in place, you must call us at 208-417-7176 at least one day in advance. The following suggestions will help you with the inspection process:


  • Be on time and prepared for your scheduled appointment
  • Contact the Chubbuck Fire Department for fire code inspections
  • Be aware of applicable codes and ordinances in advance

License applicants are required to complete, at minimum, the following steps:

  • Contact Planning Department to schedule meeting.
  • Complete requirements and pay related fees.
  • Pass criminal background check.
    If so required, obtain and display business license.
  • Each individual business license application is different due to the nature of the proposed business, zoning of the area where the business will take place and other considerations.
  • The Planning Department is here to assist applicants with this process on an individual basis to ensure that your business is in compliance with all applicable local, state and federal codes.
  • Business license and application fees vary
    • Standard business license fee is $25 per year
    • Home Occupation application fee is $35 (one time)

Land Development / Subdivision Guidelines

There are several land development activities that are regulated by Title 17 of the Chubbuck Municipal Code. Land subdivision and development for residential use is the most common development activity falling under Title 17. However, commercial development of land, whether or not a subdivision of land is involved, is also regulated by Title 17. Title 17 is commonly referred to as the “platting” or “subdivision” regulation.
