CALL TO ORDER & DISCLOSURE OF CONFLICTS OF INTEREST (IF ANY)

APPROVAL OF MINUTES for January 16, 2024 meeting (Action Item)

GENERAL BUSINESS

1. Board will review administrative and ministerial claims, as defined by Resolution 2022-1, approved by the Chair and Director since the last Regular Meeting.
2. Board will review Financial Report.
3. Board will review and may approve claims to be paid. (Action Item)
4. Board will review the 2023 Annual Report and will take public comments, as required by Idaho Code 50-2006(5)(c), and authorize it to be filed with the City of Chubbuck and State Controller’s Office, and to authorize publication to notify the public that such report has been filed with the City. (Action Item)
5. Board will review the drafted Development and Disposition Agreement (DDA) for its property at 152 Evans, and may hear comments from the Preferred Developer regarding the draft. The Board may authorize the Chair to sign the DDA, or may seek additional changes. (Action Item)
6. Board will review the drafted Development and Disposition Agreement (DDA) for its City Hall – West property, and may hear comments from the Preferred Developer regarding the draft. The Board may authorize the Chair to sign the DDA, or seek additional changes. (Action Item)
7. Board will discuss a possible urban renewal area at the Legacy Park development southeast of the Siphon Rd/New Day Parkway – Yellowstone Highway Intersection. Board may direct its staff to take action on the matter. (Action Item)
8. Board will discuss the fire at 339 E. Chubbuck Road, property of the CDA, known impacts on the disposal process, items related to insurance, and other issues related to the fire and Board may adopt a resolution declaring that an emergency exists in accordance with Idaho Code 67-2808 to declare that expenditures may be made without compliance with formal bidding procedures, and may authorize the Administrator to enter into an agreement with Seasons West to abate the burned building. (Action Item)
9. Director will provide information to the Board about seeking a contracted Administrator/Executive Director to replace the city’s administrator role, and Board may authorize the issuance of a Request for Proposals for interested parties. (Action Item)
10. Board will elect a Chair and Vice-Chair. (Action Item)
