City Clerk
The Office of the City Clerk strives to accomplish the goals of the CommUNITY by creating better transparency, accountability, simplicity and consistency in everything we do. We strive to continuously improve service to our residents while integrating technology and reducing paper whenever possible.
All Public Record Requests must be sent to the City Clerk Joey Bowers or the Deputy Clerk Alexis Thompson.
Duties of the City Clerk’s office:
- Legal noticing and publishing
- Document the proceedings of public meetings (City Council, Land Use, Etc.)
- Maintain and keep all public records, ordinances, and resolutions.
- Furnish copies of public records
- Maintain City Code
- Administer Oath of Office for elected officials
- Maintain current appointments to City Boards and Commissions
- Issue permits and licenses
- Temporary Sign Permit Application– Application is for temporary signs only.
- Accept claims against the City
- Accept local election candidate filing and Campaign Finance Portal
- Liquor Licenses
- Alcohol Beverage Catering Permit Application – Permit application for catered events where alcohol will be served.
- Business Licenses
- General Business License Application – General application for most business types.
- Temporary Vendor License Application – Application for food trucks, mobile vendors, Christmas tree lots, and outdoor special events.

Mission
The Mission of the Clerk’s Office is to build trust and confidence by promoting transparency, engaging the community, support elected officials, inform the public by providing accessibility to public records. The City Clerk’s office is available to aide anyone including residents, in accessing all public documents and information. We look forward to serving you in an efficient, fair and courteous manner.

Joey Bowers
City Clerk
Joey Bowers was born and raised in Burley Idaho. After graduating from Burley High School in 2001, he moved to Pocatello to attend Idaho State University where he graduated with a Bachelor’s Degree in Political Science/Public Administration. After graduation he studied at Kaplan University and became licensed in Property, Casualty, Life, and Health insurance with the State of Idaho. He started working for the City of Chubbuck in 2017 as the Deputy City Clerk. Joey and his wife Samantha are parents of two girls and twin boys.
