City Clerk

Welcome to the City Clerk. The Clerks Office handles several areas of City business such as utility billing, accounts payable, business license renewal, and city records requests. Payments for utility bills may be made in our office, via the drop box in our parking lot or online.

The Mission of the Clerk’s Office is to support elected officials, inform the public, and promote transparency by maintaining public records. The City Clerk’s office is available to aide anyone including residents, in accessing all public documents and information. We look forward to serving you in an efficient, fair and courteous manner.

Chubbuck City Clerk

Rich Morgan graduated from ISU with a Master’s Degree in Business and started working in the Bannock County Auditor’s office where he helped prepare the Comprehensive Annual Financial Report. Shortly after he became a Certified Public Account and went to work for the Idaho State Tax Commission. After working at the State Tax Commission, he worked for American Microsystems Incorporated and while there also served as a member of the Chubbuck City Council. In 2008 he started working for the City of Chubbuck as the City Clerk and Chief Financial Officer.
