Finance Department
The City of Chubbuck Finance division consists of the City Clerk/Treasurer, Payroll/accounts payable and utility billing manager, and City Accountant who is responsible for planning, administering and managing the City’s budget and financial activities.

Rich Morgan
Chubbuck City Treasurer
Rich Morgan graduated from ISU with a Master’s Degree in Business and started working in the Bannock County Auditor’s office where he helped prepare the Comprehensive Annual Financial Report. Shortly after he became a Certified Public Account and went to work for the Idaho State Tax Commission. After working at the State Tax Commission, he worked for American Microsystems Incorporated and while there also served as a member of the Chubbuck City Council. In 2008 he started working for the City of Chubbuck as the City Clerk and Chief Financial Officer.
